I – Goals of North Coast Surgery Center for medical directorship and the relationship with the provider who will deliver this service
Leadership of North Coast Surgery Center has identified the following goals for the Medical Director role
An arrangement with a high quality, customer service oriented physician currently credentialed and practicing at North Coast Surgery Center committed to the following:
· Dedicated to high quality care with excellent outcomes
· Provides clinical guidance to medical & SCA staff
· Maximizes the efficiency and effectiveness of North Coast Surgery Center resources
· Grows the business, a strong growth orientation with proven ability and/or strategic plan for growth
· Develops relationships with existing and new physicians, payers, and other key constituents
· Improves physician, patient, and teammate satisfaction
· Partners effectively with medical staff, center leadership, TCMC, and SCA
· Serves the partnership as a whole: center, medical staff, TCMC, and SCA
· Effective leadership and decision-making
North Coast Surgery Center is committed to delivering high quality surgical services to ensure a superior patient experience and clinical outcome.
In addition the Medical Director candidate is responsible for the following:
A. Partner Effectively

• Go to source of issues to pursue constructive solutions
B. Clinical Guidance
• Read and be familiar with policies and procedures, provide guidance to medical staff on a as needed basis
• When requested by Administrator, Medical Executive Committee, Governing Board, or Board of Managers plan and follow through on necessary corrective actions including personally meeting with physician(s) regarding clinical or behavioral issues
• Review appropriateness of new procedures and equipment at the request of center leadership and/or medical staff
C. Medical Staff Service Representative
• Assess service orientation of clinical staff and anesthesiologists and provide recommendations on necessary improvements to exceed physician expectations
• Assess overall experience, using tools such as patient satisfaction survey, and provide recommendations on necessary improvements to exceed patient expectations
• Maintain regular, effective communication with medical staff regarding service
• Ensure every new physician is met with by another physician expeditiously to gather feedback and ensure needs are being met
D. Center Advocate
• Regularly meet with Administrator (and other key personnel as needed) to learn about any facility or physician issues, develop an action plan, and follow up as appropriate
• Attend all deep dive growth planning sessions and review physicians in the credentialing pipeline on a regular basis
• Responsible for introducing all potential new physicians to the services offered by the center and the advantages of the partnership including SCA and TCMC relationship.
• Be involved upon request to understand and communicate benefits of using an ASC during payer contract negotiations, large employer outreach, and public education events
• Responsible for developing and enforcing a policy to encourage attendance at MEC, medical staff, and partnership meetings
E. Optimize Efficiency
• Pull through on center initiatives involving physicians by communicating the benefits to the medical staff
• When requested by Administrator, Medical Executive Committee, Governing Board, or Board of Managers meet with physicians 1x1 regarding behavior changes necessary to ensure delivery of
– On-time starts
– Fast turn over times
– Low cancellation rates
– High block time utilization
• Optimal staffing and supply usage to provide stellar clinical quality while furthering ASCs’ value proposition as the high quality, low cost provider
• Attend one regional and one national Medical Director meeting per year to share best practices
F. Evaluation
• Be open to evaluation and feedback to ensure center’s needs are being met
RFP Guidelines
The release of this RFP does not imply any commitment or obligation on the part of North Coast Surgery Center or any of its representatives to accept in whole or in part any response submitted. The Medical Director candidate cannot rely on any commitment made by North Coast Surgery Center to secure the services pursuant to this RFP or the provider’s proposal, in whole or in part, unless the commitment is made in writing and signed by officers of North Coast Surgery Center.
All statements made by a Medical Director Candidate in response to this RFP, along with any oral or written representations, correspondence or documents provided by the candidate and relied on by North Coast Surgery Center in evaluating the proposed solution, shall be considered binding as contractual commitments in the event the proposal is selected. The RFP response will be considered binding upon the candidate selected, and will by reference become part of an agreement.
This proposal may require the candidate to provide confidential, proprietary or trade secret information or documents such as methodologies, processes, etc., to North Coast Surgery Center. If such information is considered confidential, the candidate should clearly mark such information as confidential and notify North Coast Surgery Center in writing that proprietary information is included within the response. Should North Coast Surgery Center choose to view such information after such notification is provided, North Coast Surgery Center agrees to not disclose such information unless:
· Such information is generally known;
· Such information becomes generally known in the future through no fault of North Coast Surgery Center or through sources independent to North Coast Surgery Center; or,
· North Coast Surgery Center is compelled through a valid order of a court of competent jurisdiction to disclose such information.
Unless otherwise agreed to in writing by North Coast Surgery Center, the candidate agrees the Center is not obligated to keep confidential any information contained in the response to this RFP along with any oral or written representations, correspondence or documents provided to North Coast Surgery Center.
Confidentiality of Information
North Coast Surgery Center will provide a roster of credentialed physicians and total procedures by physician, and list of partners once the candidate gives intent to respond and signs a confidentiality agreement. North Coast Surgery Center reserves the right to pursue any legal remedies available to North Coast Surgery Center for the unauthorized disclosure of confidential North Coast Surgery Center information.

Any Medical Director Candidate who fails to respond to this RFP by the due date may be disqualified from consideration.
Any and all costs incurred by the candidate associated with developing proposals, presentations, demonstrations, or any other activity related to this RFP is their sole responsibility.
The response must be signed by a company official who is authorized to bind the position of Medical Director. By signing the proposal, the candidate affirms that all representations contained in it are true and complete to their best knowledge and that North Coast Surgery Center may rely upon such representations.
The following schedule will be used for the selection process. North Coast Surgery Center must maintain an extremely structured timeline in order to meet the organization’s objectives. Any candidate that fails to comply with this timeframe may be disqualified from consideration.

In addition North Coast Surgery Center may survey their physicians and center staff to receive input on their interest in working with you in this role.
